There is overwhelming evidence that wind turbines cause serious health problems in nearby residents, usually stress-disorder-type diseases, at a nontrivial rate. The bulk of the evidence takes the form of thousands of adverse event reports. There is also a small amount of systematically gathered data. The adverse event reports provide compelling evidence of the seriousness of the problems and of causation in this case because of their volume, the ease of observing exposure and outcome incidence, and case-crossover data. Proponents of (...) turbines have sought to deny these problems by making a collection of contradictory claims including that the evidence does not “count,” the outcomes are not “real” diseases, the outcomes are the victims’ own fault, and that acoustical models cannot explain why there are health problems so the problems must not exist. These claims appeared to have swayed many nonexpert observers, though they are easily debunked. Moreover, though the failure of models to explain the observed problems does not deny the problems, it does mean that we do not know what, other than kilometers of distance, could sufficiently mitigate the effects. There has been no policy analysis that justifies imposing these effects on local residents. The attempts to deny the evidence cannot be seen as honest scientific disagreement and represent either gross incompetence or intentional bias. (shrink)

In dynamic system control, cognitive mechanisms and abilities underlying performance may vary depending on the nature of the task. We therefore investigated the effects of system structure and its interaction with cognitive abilities on system control performance. A sample of 127 university students completed a series of different system control tasks that were manipulated in terms of system size and recurrent feedback, either with or without a cognitive load manipulation. Cognitive abilities assessed included reasoning ability, working memory capacity, and cognitive (...) reflection. System size and recurrent feedback affected overall performance as expected. Overall, the results support that cognitive ability is a good predictor of performance in dynamic system control tasks but predictiveness is reduced when the system structure contains recurrent feedback. We discuss this finding from a cognitive processing perspective as well as its implications for individual differences research in dynamic systems. (shrink)

Arithmetical texts involving division are governed by conventions that avoid the risk of problems to do with division by zero (DbZ). A model for elementary arithmetic texts is given, and with the help of many examples and counter examples a partial description of what may be called traditional conventions on DbZ is explored. We introduce the informal notions of legal and illegal texts to analyse these conventions. First, we show that the legality of a text is algorithmically undecidable. As a (...) consequence, we know that there is no simple sound and complete set of guidelines to determine unambiguously how DbZ is to be avoided. We argue that these observations call for further explorations of mathematical conventions. We propose a method using logics to progress the analysis of legality versus illegality: arithmetical texts in a model can be transformed into logical formulae over special total algebras that are able to approximate partiality but in a total world. The algebras we use are called common meadows. Our dive into informal mathematical practice using formal methods opens up questions about DbZ which we address in conclusion. (shrink)

An outline of a utilitarian account of the justification of particular moral rules and principles. a distinction between 'cardinal' and 'ordinal' utilitarianism is suggested, and a method for distinguishing prima-facie legitimate from prima-facie illegitimate desires proposed. moral rules mostly have the function of identifying the latter and proscribing the corresponding actions.

Cette opération a permis de mettre au jour un important ensemble de mobilier minoen dont une partie a été conservée dans les apothèques de Malia. L’intérêt intrinsèque de ce matériel inédit comme la publication de dépôts stylistiquement et chronologiquement similaires provenant de sites voisins, tels que Palaikastro, en encourageaient l’étude. Damit verbinden sich hohe gesellschaftliche Erwartungen, aber auch Sorgen hinsichtlich einer schleichenden Entmündigung des Menschen. Am Beispiel des Forschungssektors lotet dieser Band die Optionen, Entwicklungschancen und Risiken von KI-Techniken für die Zukunft des wissenschaftlichen Erkenntnisprozesses und der darauf beruhenden technischen Entwicklungen aus. Zu diesem Zweck wird zunächst der Stand der KI-Technik und ihrer Anwendungen dargestellt. Es folgen wissenschaftsphilosophische Untersuchungen zur Frage der (...) Ersetzbarkeit des forschenden Menschen durch KI und zu erwartenden Veränderungen in der wissenschaftlichen Forschung. In line with Allen Newell's challenge to develop complete cognitive architectures, and motivated by a recent proposal for a unifying subsymbolic computational theory of cognition, we introduce the cognitive control architecture SEMLINCS. SEMLINCS models the development of an embodied cognitive agent that learns discrete production rule-like structures from its own, autonomously gathered, continuous sensorimotor experiences. Moreover, the agent uses the developing knowledge to plan and control environmental interactions in a versatile, goal-directed, and self-motivated manner. Thus, in contrast to several well-known (...) symbolic cognitive architectures, SEMLINCS is not provided with production rules and the involved symbols, but it learns them. In this paper, the actual implementation of SEMLINCS causes learning and self-motivated, autonomous behavioral control of the game figure Mario in a clone of the computer game Super Mario Bros. Our evaluations highlight the successful development of behavioral versatility as well as the learning of suitable production rules and the involved symbols from sensorimotor experiences. Moreover, knowledge- and motivation-dependent individualizations of the agents’ behavioral tendencies are shown. Finally, interaction sequences can be planned on the sensorimotor-grounded production rule level. Current limitations directly point toward the need for several further enhancements, which may be integrated into SEMLINCS in the near future. Overall, SEMLINCS may be viewed as an architecture that allows the functional and computational modeling of embodied cognitive development, whereby the current main focus lies on the development of production rules from sensorimotor experiences. Prominent models of attentional control assert a dichotomy between top-down and bottom-up control, with the former determined by current selection goals and the latter determined by physical salience. This theoretical dichotomy, however, fails to explain a growing number of cases in which neither current goals nor physical salience can account for strong selection biases. For example, equally salient stimuli associated with reward can capture attention, even when this contradicts current selection goals. Thus, although 'top-down' sources of bias are sometimes defined (...) as those that are not due to physical salience, this conception conflates distinct - and sometimes contradictory - sources of selection bias. We describe an alternative framework, in which past selection history is integrated with current goals and physical salience to shape an integrated priority map. (shrink)

The epidemic of human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS) has led to many ethical problems. Most studies have focused on the ethical issues faced by nurses who provide care to persons with AIDS (PWA), rather than the ethical issues faced by PWAs themselves. The purpose of this study, therefore, was to explore the ethical issues faced by five HIV/AIDS-infected African-American women. An analysis of interview data revealed that these women deal with four broad categories of ethical issues: (...) diagnosis; disclosure; treatment by, and of, others; and future pregnancies. The results of this study provide an initial description of the ethical issues faced by HIV/AIDS-infected African-American women, and begin to lay the foundation necessary for nurses appropriately to facilitate and support their decisions.
